Dr. Arsenio Balisacan is an economist with extensive practice in high-level government policymaking, public administration, academe, and multilateral organizations.

On secondment from the University of the Philippines, he currently serves as the first Chairperson of the Philippine Competition Commission. Prior to his appointment in the Commission in 2016, he was the Socioeconomic Planning Secretary and, concurrently, the Director-General of the National Economic and Development Authority (NEDA).

Previous to his Cabinet appointment, he was Dean and Professor of the University of the Philippines (UP) School of Economics, Director-Chief Executive of the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA), and Undersecretary of the Department of Agriculture. Before joining the UP faculty in 1987, he was Research Fellow at the East West Center in Honolulu and Economist at the World Bank in Washington, D.C.

He served as President of the Philippine Economic Society in 2006 and of the Asian Society of Agricultural Economists in 2011-2013. He founded—and served as editor in 2004-2016 of—the Asian Journal of Agriculture and Development. He is a lifetime member (Academician) of the National Academy of Science and Technology.

He holds a PhD in Economics from the University of Hawaii (1985), an MS degree in Agricultural Economics from the University of the Philippines Los Baños (1982), and a BS degree in Agriculture (magna cum laude) from Mariano Marcos State University (1979).
